City of Meade is a place designed with harmonious living in mind. Peace, prosperity, freedom and joy are abundant in Meade, but like all good things, the best come to those with the desire and will to work hard and have patience. Omicron, Willow and Kimmy-Ko are the heroic founders of Meade, known to the citizens of Meade simply as the �Founding Three�. They earned this title by planning and constructed the original village of Meade in the aftermath of the terrible wars that reduced the kingdom and displaced so many of its citizens. The Founding Three cared for others and put the needs of others before their wants, during a critical time when so many could barely care for themselves, endearing themselves to the people and aristocracy alike.

Visitors Arrive at the Meade Transportation Terminal

Established in the year two thousand and six, Meade was first home to 300 Gnome refugees. As the town grew, a more diverse group of misfits and wanderers would join its citizenry. Omicron easily convinced Willow and Kimmy-Ko to include the funding of dedicated coach services in their recruiting efforts for the small village. This quickly led to Meade�s expansion beyond its borders, and the City of Meade was founded in two thousand and eight. Constructing Meade

Workers from nearby Maeglan City and other neighboring villages were offered incentives to permanently relocate to Meade. Their first projects provided the essential services needed by the villagers, and included the first houses, village palisades, Tower Commons, an aqueduct and sewer system, and the Meade Animal Sanctuary, which requires strict oversight of its dire population.

Later, the Founding Three and their companion, Agmar the Druid, met Galphor, a solitary ranger with great skills with animals. They realized that with his help they could better establish and manage the Meade Animal Sanctuary, sought his services and invited him to join their council as a citizen. In addition to his oversight of the animal sanctuary, Galphor made a large contribution to their construction efforts. During his many adventures, Galphor had come to acquire three sets of water seeds. While to him the seeds seemed to have little value, his water seeds were used to create the Underwater Walk that we all enjoy so much today. Once the laborers had dug out the moat around the village palisades, wizards and druids followed, turning the walls of the moat to stone. Then, Galphor carefully placed each set of 9 seeds in a secret location. This ensures the security of the seeds and the aquatic residents of the walk. Combined, the three sets of seeds produce 12,960 gallons of water per day; much of which remains in excess of the village�s needs and allows for the irrigation of crops. 1

The Founding Three established the Meade City Council, which consists of the three, the gnome burgomaster, and the appointed heads of the various civil service groups. The primary function of the council is the planning and management of city expansion and to ensure the future profitability of Meade. Prior to the establishment of the council, the rate of population growth was slow and several seasons passed before the founders� goal of self-sufficiency for the village was reached. During this early period, Omicron, Willow and Kimmy-Ko held the property rights to the land and were entirely responsible for funding the village through their adventuring efforts. They spent little time in the village. The establishment of the council followed by the Meade Treasury, they have been able to work on additional projects and interact with their beloved citizens.

While the dreams of the Founding Three were becoming a reality above ground, the gnome populace worked diligently to build their underground homes, to which talented gnome craftsmen and artisans built a grand entrance leading from the first level of their city underground to the village. Additionally, many of Meade�s shops are gnome operated and have secret entrances connecting them to subterranean gnome homes. Gnome culture greatly influenced the design of Meade services. For example, gnomes have a great respect for knowledge and are a naturally curious and inventive race. The school system was designed keeping the special needs of gnome children in mind and includes a much wider range of subject matter when compared to human school curriculums. However, all races attend the same types of classes and receive the benefit of the diverse options. The blacksmith�s son may easily chose not become a blacksmith or employ himself in manual labor at all. Every child, in fact every person in Meade, has the opportunity to learn and become anything they like, so long as they serve their community in some way.
