When traveling beyond the borders of Meade, the laws of Meade do not apply. Personal safety is a serious concern. The
Founding Three and the Meade Council strongly urge traveling citizens to wear protective gear where ever appropriate.
Lack of education is epidemic throughout the continent. Fools are permitted access to the public treasury leaving great deficits in
city funds and allowing poverty to exist. This breeds criminal activity, even in public streets.
Their lack of education has led to a tremendous lack of dicipline and leadership amongst the barbarians. They are unpredictable and
may be encountered anywhere at any time.
Also, as we know, on occasion, some fool band of "adventurers" will think to try to pick pocket a citizen in the town or rob one of
our stores.
And one day, Meades' radient light of goodness will shine so bright as to draw the attentions of evil forces wishing to extinguish
her.
For all these reasons, Meade requires its citizens to participate in mandatory military weapons training and strongly recommend the use of protection when traveling beyond the Canaled Peninsula.
